You can use the hydraulics to make the car stay up with the interaction menu, you don't need to EWO

In the interaction menu you can do the hydraulics
they probably didn't react because text messages take efforrrrrrrrrt. if you were on pc which has an open chat, you probably would've got some people talking more about it

These npc cars are not that random. NFSU2 AI has random opponent cars. I own one of them, I won it at the Lucky Wheel long before the Tuner update.
