Very unique crossing! Are the barrier gates designed like this due to high winds in this area or is there another reason to use this design instead of a gate arm?

I don"t know why we use this type barrier. This gate usually used at busy railway crossings and it is controled by staffs at the crossing. But we have elevated many busy railway crossings, or somewhere has changed to gate arm. so it was a common type railway crossing, but there is only few places have the barrier gate now.
