Lesser lord kusanali anf greater lord rukkhadevata aren't the same people. Nahida is like the reïncarnation of rukkha. Rukkha exhausted all her powers during the archon war to protect irminsul and became a little girl. To protect the people from the forbidden knowledge.
(Sorry if there is some fault to my explenation. Im also confused, it has been a long time since i played genshin and i haven't played the archon quest but seen the lore.)
