True force of evil vs the intimidating cannibal Johan is portrayed as an emotionless monster in series while Hannibal is much more cunning and is more social and interactive but still a psychopath. Johan kills people without any remorse but Hamnibal has some feelings for Will in the series that shows Johan is truly more evil but Hannibal is more cunning and the fact that he eats people makes him more horryfing. Both are the real monsters but i think i'd give symbolism to Johan.

Absolutely not lol season 2 finale and season 3 finale were not better (I don’t care if you think it’s subjective this is just plain wrong with the emotional and unraveling of Johan’s state of mind as it changes in sync with the emotional build up and magnitude following johan’s trail of death throughout the series) than the ironic ending of Johan being shot in the head not by tenma but the boy’s drunk father having cognitive dissonance and picturing Johan as the devil. This is ironic due to Johan’s ideology of fate determining every outcome and all the variables are easily accounted for his perfect sui*d*. It’s a much more intricate, complex manifold of events that followed than the planned scene Hannibal did in season 2 and 3 where he killed the girl in front of Will Graham to burden him with his betrayal and intentionally knife him in a non-fatal organ. It was a great plot twist that she was alive don’t get me wrong but it doesn’t compare to Johan’s journey and development (Cali obviously doesn’t understand Johan if she doesn’t give him development his mentality and position on existential questions changes over the course of the series even to the very end of the theme of being born unwanted). Hannibal has good writing but it doesn’t compare to Johan’s end of story.
All of Naoki Urasawa's mangas are beautifully written and are psychological masterpieces. His characters might not be the "smartest" characters like baku but his characters aren't supposed to be the smartest in all fiction they are supposed to show and delve into how humans evolve and adapt making them the best books I've ever read
