Ive seen these before. Started seeing them in the 70s during the opec oil embargoes. Theres one in Pasco WA at a rv dealership at the top of their sign post out front. Has to be over 50ft in the air.

This was sold as a kit conversion in the late '60s. It's called the Super Bugger.
