those bags are specifically made for halloween(the night where hundreds of kids come to our doors begging for candy and most people spend upwards of 50-100 dollars on candy), its not like every american has a couple sitting in their cabinets. they make giant bags because cutting down on packaging makes the costs lower and you can afford to feed all the greedy little bastards.
Well you shouldn't be giving out hundreds of lollipops to kids anyway, it's really bad for their teeth and their health. It's quite possible to give out healthy treats, or even things like stickers and other non-edible things.
