CFC is not just one gas, it's a molecular structure found in several gasses, like freon used in refrigerators or aerosols used in spray cans like hairspray. They did ban most of it and the hole did shrink to a natural size.
I know you weren’t implying this but to other people reading this does not mean that humans were not the cause of unnaturally high levels of CFCs in the atmosphere. The hole in the ozone layer was unnaturally large and growing, and it was the correct decision to ban or restrict most CFCs.
