When you reach certain ranks, the other characters get bumped up automatically to a certain level; like once you make it to Garyu, I think your players get bumped up, you make it to Mighty Ruler, characters get another bump. It's intended to not make you have to grind all the way from beginner or other ranks that youve already cleared and ideally keep those lower ranked from getting squashed
