Yes, they are. But it is strongly recommended NOT to use generic URL shorteners. In fact, to fully respect the AdWords guidelines your ads should have the same domain name in the visible link and in the effective destination URL. This means that you must show in the ad the same link that will redirect. In case of a generic URL shortener, you need to show the short URL that is generic and not trusted by Google and the final user. That is why you should always use a branded URL shortener like Rebrandly. Rebrandly is the only tool that let you use your main (.com) domain name (paid feature) to create short URLs. Using branded short URLs is a great plus since you can include a call to action in the URL (productname.com/click-here) and you can control the destination from the Rebrandly dashboard without changing the Google ad, that needs to be approved every time! So they cut out the compressed long url and give you a small url which leads to: sometimes another url where you have to check captchas that lead to other url etc. and finally the real website or link you want. Sounds like "we are doing you a favor but first jump through these hoops."
We can't speak for other URL shorteners, but with Rebrandly there's no extra pages or captchas or anything like that. Clicking on a branded link gives you the exact same reaction as clicking on the destination URL itself - you're simply brought straight to the destination, as intended 😊
