I was thinking, you showed the pedestrian bridges going over the exit ramps at the beginning, what if you make a bridge from them going over the road? that way they can cross the big road too if they want to get to the other side. Next..wondering if you should keep the college and uni "at large" rather than assigned just to Crystal Cove district. You had a lot of demand for college/uni outside of the Cove, so those folks will be excluded from attending. If it fills up, build more and maybe eventually assign each college/uni to a couple districts just to be sure it is filled up and services most of the constituents that want to go. And leave a few without district just to catch any stragglers.
