The character actually gets less creepy over time. The more current version is still a creep but that voice he was doing near the beginning was bone chilling.

She's going at it like a gerbil going after the water bottle" is up at the top of my list. Honorable mention to; Bobby Kelly asked why Jim doesn't have a cartoon show for his characters, and Uncle Paul responds with "Maybe because I joke about having sex with children" then Bob says "Can't you lighten it up a little?" and Paul says "What would the fun in that be? Hi, I'm 18!..... Booooooooooooo"

Opie says uncle paul is the greatest character ever then a few years later he doesnt like the character to saying jimmy was playing his multiple personalities out on the show. That was his bitterness rising and getting more jealous that he didnt have the talent jimmy did.
This Herb Sewell, first of all, barely sounds anything like Uncle Paul. Secondly, for Uncle Paul to be a ripoff, wouldn't they both have to be the same character concept, or at last similar? Uncle Paul is a creepy old man while Herb Sewell is not.
Maybe you're right, but I think the molester voice started more as an outlet for embarrassing, crass jokes that he didn't want to do in his own voice than any attempt to create a generic creep character. That's how most of his characters tend to start.
