I see you were able, or someone was anyway, able to lure the little guy or girl into a box, some cats and dogs like boxes and get her to authorities who were able to approve of further care in keeping her safe. Many stray dogs or cats are animals who left their owners because they picked up the scent of another animal and they wanted to follow that scent😃, so off they went, straying from their previous owner. Keep the previous owners in mind, try to get the animal back to the original owner regardless of what you think you know about animals,or at least allow them visitation rights and remember, we are not dogs or cats, or any animals, we are humans, how could we take the place of who these animals want to run to when they run from us?
Put yourself in the place of your pet. Pretend YOU are taken from your mother when you are very young, t When you're too young, by giants seventy times your size. That's how big we are compared to dogs and their puppies, remember, their puppies are their CHILDREN. Pretend that all your siblings are also taken from your mother and then your mother is taken to another giant. We are the giants taking their children away, and we wonder why dogs or cats or any animals we "love" and call pets could run "away". They pick up the scent of something and they want to find it. Humans are guessing the whole time, what they think their pets want, they many times disrespect their pets and desires simply because they don't know everything. None of us know everything. Know that always, then maybe follow "your" dog or cat or pet to where HE or SHE wants to go, don't stop following them, and don't stop them from leading you to follow, until they get to where their nose leads them. You'll maybe find the answers then, the answers to all those questions that until now, hopefully, you pretend to know the answers to.
Our pets have wants and desires separate from ours, we are not them, are humans and humans have the advantage of having LEARNED language, among many other things. We, us humans can go out into the world and search and look and hopefully find what it is we are looking for. Dogs and cats and other animals want the same thing, to go out and find what they want. We want them NOT to be run over by a car, not to be hurt in any way so we do our best to restrain them, to confine them, to keep them safe. Watch out, one look away from your beautiful animal you love and keep as your pet, could result in him or her running off to get what SHE wants or what HE wants, and depending on things you really know nothing about, how could you, you're not them, he or she will be ok and survive things you think you never could. Survive getting hit by a car, getting tangled in trash and whatnot all the while a human who loved them and still loves them is blamed for their being free and now bc called a stray. So many things to think about. Nobody can prove that a human being has hurt or killed any pet or animal, but the police. And just the same but different, no human, not even the police, for the police are human, can accurately place provable blame on any animal, regardless of anything, for the death of any human, for the death of any other animal simply because animals don't have the advantage humans have in that animals have not learned language the way humans have nor have they learned any lessons the way we, us humans have.

You might have been able to pick up the dog and get her to safety if you weren't so concerned about using your camera.
