Sure, at that time, he had Palpatine and Plagueis to teach him, but Dooku was the apprentice of Yoda, who has more experience and wisdom than the 2 Sith Lords combined. Furthermore, Dooku is the Count of Serenno, which means he has noble blood flowing through his vains and most certainly received an education far superior than Maul's (because noble men of Great Britain usually received this kind of attention and education and given the fact that Lucas' main inspiration was Shakespeare, then it is safe to assume that Dooku received a similar education to the noble man from the time of Shakespeare). Sure, you can argue that Maul is the son of Mother Talzin, which is the queen of the Night Sisters, which also makes Maul a prince, but he had no time to receive proper education from her, because he was kidnapped by Palpatine when he was only a child. All in all, I believe that Dooku is far superior in terms of IQ than Maul, simply because he had the education needed to develop his IQ properly

I think he has more raw Force power than Dooku since his telekinesis feats on the Venator were crazy but lacks the refined Force techniques of Dooku who was taught by the Jedi and Sidious as seen by using force lightning etc

Maul also mastered a lot of lightsaber combat forms. But Dooku would probably win, definitely in a purely Lightsaber duel, but that's unrealistic since they would definitely use the force. Also if the environment changes the fight can change entirely, so alone because of this uncertainty it is hard to answer.
