During winter, sunset can come as early as 4:30pm to 5pm so you can enter Shibuya Sky even as early as 3pm to catch it. However, during the other seasons, time of sunset can vary from 5:30pm to 6:30pm. Ideally, you would want to enter Shibuya Sky maybe an hour or so before the scheduled sunset. Tickets for these time slots easily get sold out though so you might have to enter a bit earlier and just wait for like 3 hours or so. I hope I was able to answer your query. Usually, people want to be there before sunset to see the beautiful Tokyo skyline in the evening. Tickets for those time slots are the first to be sold out though, and so if you also want to see the sunset and want to come late afternoon, you need to book your tickets online much, much earlier. Otherwise, you can also book an earlier slot like what we did, when there were also less people still, and then just wait there until sunset, when more people begin to arrive.
