No? There's only been one event since Virtuosa's release, newer bosses will have elemental resistance. There's no reason for Hypergryph to actively make old content harder for new operators, that's stupid.
Adding elemental/elemental damage resistance to enemies units is fine, just don't overdo it like what they did with Arts resistance (by today's standard, all Arts dps units with no RES debuff/ignore are 'mid' units now apparently). Building up elemental gauge until the effect proc already quite troublesome task, if they make the result of all that effort not worth it, a whole bunch of operators that rely on this niche gonna turn out to be useless in the future.
