Tourist can actually cross the border going to laos even without passport just buy ticket for the boat and ride. I think there's only limited place where you can roam or visit around the laos side. Crossing at the maesai-tachilek myanmar border is still prohibited to foreign national at the moment. This is based on my experienced recently on a trip to chiangrai.
