It is based on (I have heard this from abdod YT channel) the order of placement, so the card you have placed first (of the ones that get pulled in ofc) gets pulled to the back. So, against most beatdown decks (mostly golem and lava hound) this is really good, because you'll almost always place the golem and lava hound first.

The reason the ram rider got dropped in front of the pekka after being released from the snowball is because the pekka was deployed first, probably in the back with the ram rider afterwards. So if the ram rider was played in the back first and the pekka in front, the pekka would've stayed in front.
