A vacuum would be useful.

Naah, it really isn't. A vacuum won't get the fine sticky dust off electronics, compressed air and a brush works much better.
This thing was so nasty inside that it needed a good wash. I do a fair bit of electronics repair myself, and for situations like this, the garden hose, soap and a brush works best.

After this television as been restored then why is picture still flicking?

i don´t remember the name on of the issue, but its not the TV image, it has something to do with how certains (most cameras really) captures a CRT image, i thing due to the refresh rate, but don't take my word on that, on most Video game related contents (collectors of old consoles) you can see that happenning, and some of them explain why it happens, iyou can check online for the issue/cuase of that Crt to camera flickering
