Tododeku would be more than reasonable, because Katsuki always bullies Izuku to show his affection or love or friendship, instead of being nice. Todoroki was stubborn at first, but he began to lighten up on Season 2. So Tododeku is moe accurate.
The thing is most people don't realize and I myself didn't realize either is that Todoroki is just as bad as Bakugo, with the way he looks down on everyone as seeing himself as apart from them, not wanting to be involved with them
