Now, I just want to put this into context: Araki is probably one of the most progressive manga authors out there. He made Lisa Lisa in a time when female characters were nothing but love interests, and he had her be inarguably better at fighting than the main character. He had Josuke’s Mom be absolutely tough-as-nails, when that was not something one would see from female characters in shounen manga at the time. He accidentally popularized the yandere, because he wanted to criticize the trope of overly feminine female characters who only existed to be perfect love-interests. He had a woman be the main character of part 6, despite basically being told that, that might tank his manga’s popularity. And this man Araki STILL said “Yeah, some women are stupid enough to be attracted to serial killers.”
Wish they went through with girl Anasui though. Or at least kept Anasui female in his first Anime appearance as an in-joke to confuse the shit out of anime onlys as well.
"progressive" is a meaningless term, there were strong female characters as early as Lanval and others of Arthur's knights off the top of my head, that stuff is around 12th century it's always been like this, men are more active and are represented more actively in stories too there is nothing special about modern people, despite that nowadays everyone wants to think they're so enlightened

Since you're apparently so well versed in the details care to provide a chapter where the explanation is elaborated beyond his ability to affect real world items within his photo? Therefor his doing so makes no sense given the explanation of his stand.
