I can't help but think that Lum would have had better results if she'd just asked Ataru for a kiss. Especially if she'd played it coy and vulnerable, and phrased it as wanting to give him an enjoyable perk for letting her live with him.

LOL, no, in the end he was just scheming to get the lipstick to use it on other women. Which is part of the comedic humor the show loves to show, Ataru comes up with the best speeches when he is scheming, specially when he does the oposite of what he claims to believe XD
I dunno why but i feel like a doujin artist would have had her fool him into thinking lipstick would get him a harem while secretly applying the lipstick on "her other set of lips" (and bam, story is over and relationship has been consumated)

I always loved Rumiko Takahashi's humor in Urusei Yatsura, specially when Ataru's best speeches that hold truth are actually just a curtain to his mischievous intentions XD It's specially satisfying when everything escalates quickly and then he gets his thundery punishment.
