To be fair, the whole situation was f...ed from the start. To reject some of the women in his harem, the king risked offending their very powerful families as well. I’m not saying I agree with his decisions, I’m just saying he options aren’t as clear cut as you think.

If only the Emperor just follow the Empress Dowager’s original intention to bestow her with the external title of Madam and give her freedom to let her back to her father to live her life in peace (and probably get to find a new love again) instead of being a caged bird..
