seems those eyes don't open again after firing off the slash attack. 9 probably found that daikaiju while it was recharging after using all the eyes in some major battle. It healed from it's wounds and recharged inside 9 but couldn't escape his body until 9 was defeated. now it's awake and after seeing what mina and kafka could do, it decided they were worth burning 3 eyes on. Perhaps a reference to the 100 eyed demon? maybe 9 used some of the eyes to make his daikaiju army?
