The side of the Titanic that Murdoch was in charge of for the evacuation had way more survivors than the side which was commanded by Lightoller. Lightoller thought women and children *only*. If there were no women and children in sight and just men, he lowered the boat half empty. Murdoch put men in the lifeboats as well to fill them up when no women or children were near.
