You know how like todoroki has an ice quirk but that doesn't make sense because how does he make things colder without making certain things hotter (like an a/c). So this quirk works likes this. The person can cool down the room by absorbing the heat around him and turning it into cold air. But instead of just letting all the heat out immediately the person can store it in his body (side note: the user also needs fires resistance and cold resistance). Eventually, the heat will get so hot and the user can let it all out in a form of a heat wave. Just like imagine you're freezing people and they thought "ooh that's his quirk". As you make the surrounding colder and colder you get hotter and hotter and starts to sweat which would really confuse your enemy. After absorbing so much heat out of nowhere you just scream "heat wave attack" and instantaneously heat up your srroundings, melting anything nearby. I know it just kinda seems like todoroki's quirk but weaker since you can't let out flames and can only heat up once you cool down your surroundings.
