The granular shape of the sand makes many tiny protruding points where electrons have a greater chance of coming off, whilst the plastic at the bottom is relatively smooth so as to not have this electron ejecting effect. Plastics are good at storing static charges, which results in a buildup of negative charge on the sled. The electrons are most likely to be ejected from the sled's sharp corners and edges, which is mostly around the rim, handles, and other parts with which the rider is likely to come into contact. The rider develops a net negative charge after sledding for a while. Since sand is not a good conductor and the riders are wearing shoes to boot, the negative charge does not dissipate from their bodies very easily. Thus the riders become statically charged.
