Draco's competence is a little all over the place because she's not encountered consistently in the same place across the games. Some have her as a very early, and therefore weak, opponent, but others have her middle or late game, with an appropriate strength AI. Even in Madou Monogatari when she's encountered in random battles is inconsistent- sometimes she's a lower floor monster, other games had her found in much later floors of the dungeon. More often than not though she's in the early game of Puyo Puyo and is relatively weak. The schtick here of never rotating the pieces is normally Skeleton T's gimmick (as well as his Sonic Team designed counterpart Oshare Bones). Skeleton T was always a very early opponent, often the first one, and he never rotated his pieces. In Puyo Puyo~n his special ability was an increasing attack multiplier tied to how many drops you've set without spinning anything. Draco inherited this behavior in 20th, PP Tetris, and PP Chronicle when Core AI is turned on- Skeleton T himself isn't in any of those titles.
Draco uses his quirk when Core AI is turned on for 20th, PP Tetris, and this game, PP Chronicle. Similarly she uses Lidelle's dropset and stats in PP7. Worth noting she's the only Compile designed character to do this- that is to say use another, entirely unrelated, character's dropset.
Who knows, but she's typically been a low rank opponent too though not as bottom barrel as Skeleton T; her being higher tier in Tsuu, Minna, etc are oddities but she's never been too consistent in when you encounter her. Oshare Bones was basically Skeleton T's Sonic Team counterpart and also used his AI, but both have more or less been phased out of the games (as did a lot of Fever's roster, the Madou characters eventually came back in pretty full force). You know, if someone had a good amount of time the could easily make an English version of this game by translating the text in this game and changing the Japanese voice clips with the English voice clips from Puyo Puyo Tetris and Puyo Pop Fever. It sounds like basic hacking to me, and you can upload the game files to the internet, and all they have to do is homebrew their 3DS/2DS and follow some steps to get the game working, or if the hacker somehow has the ability to modify game cartridges by getting the ROM of Puyo Puyo Chronicle and do what I mentioned earlier but instead of uploading the files to the web, they could somehow get a circuit board and put the game on into the cartridge perfectly, and then you homebrew your 3DS/2DS and play the game by using the Region Unlocker and then play the game. SIDE NOTE: But some voices can stay the same like Carbuncle and other characters that have a made-up language.
