You should never run or ride your bike faster when you see a stray dog attacking you. They will think you as a threat. Stop whatever youre doing and act like you are picking a rock. This will really help.

I was once stuck in a similar situation on the streets of Mumbai at 4 am. My train arrived at 3.30 am. I decided to walk to my destination. It was a 6 km walk. Suddenly I noticed hordes of dogs coming after me. I didn't pay much attention to it and then suddenly they all started barking. I didn't run away because I knew that would have been useless as there was nobody to help me. 3-4 dogs came very close to me and tried to bite me.
Luckily there was a thick wooden stick near a cycle rickshaw. I picked that stick and gave a good beating to one of the dogs. The rest of the pack members ran to their corners.

High court should take a cognizance of such incidents. Stray dogs have become menace at many places in India. I haven't seen such setup in any developed nations where you provide breeding grounds to stry dogs to harm people and kids. Certain species be kept at a distance are better.

Stray dogs have territories. Especially, in the night, though no one claims to take care of these dogs, they recognise who lives within their territory and if anyone else crosses their territory they make noise.

You are only partially correct. In our society when there were 2-3 stray dogs, they were only aggressive to outsiders. But now as soon as grow in numbers they act weirdly and run after every one. It just takes 1 dog to trigger all. Now, morning n evening walk is not possible and our society has turned into a prison for us.

We had very small pups outside our home and a careless car driver without any patience ran over one of the pups that was crossing the road. Ever since that incident, whenever any car comes into our street, the street dogs bark at the car like anything especially the mother dog! We humans are in every way responsible for their behaviour!
