They didn't make it because they weren't as good as the Jazz. If the League wanted the Bulls to win they would have had them win whether it was utah or LA. In fact if the league was so intent on the Bulls winning then the lakers would have been the better team to face since Shaq was the biggest star between LA and Utah's players, LA was a bigger market, LA a more iconic team AND it would have bookended Jordan's career to have his first and last title vs LA.
