The salt bridge IS to make sure the charges in the aqueous solutions are balanced. With the oxidation taking place on the anode, you're using up all the electrons in the aqueous solution. This yields a positive potential (leaves cations). That means we'll see a negative potential on the other side (cathode), because electrons are flowing in. So without a salt bridge, once the electrons build up enough on the cathode side, electrons won't want to flow into it anymore (because electrons repel).

its both. it permits ion mobility because it keeps the charge balanced in both solutions.
