I think it’s more to do with Arsenal having a bit more freedom to play with. There’s a bit more onus on City to win, anything but max points and the door swings open for Arsenal. There’s no room for error for both teams, but even less so for City.
Because City is controlling the title race. City can win the title regardless of the outcome of Arsenal's game.
