Fixing two horns will not harm the battery unless you go trigger happy and keep blowing them for long periods! This will make the battery run down faster; no harm, as such, will be done.
A relay does not reduce the load on the battery; actually it marginally increases the load as now there is a small current required for the relay coil too, apart from the two horns!
The purpose of the relay is to protect the stock wiring and switch, in case these are rated for currents lower than that required by two horns.
Fitting a relay only makes sense if the wiring from the battery to the relay load terminals AND the wiring from the load terminals to the two horns is replaced with a thicker gauge of wire!
After this modification the stock wiring and the horn switch will handle only the small current required to operate the electromagnet coil of the relay. This current will be much smaller than what the wires were handling to operate one horn earlier.
