Safety Concerns as Aggressive Unstable Person Threatens People at Venice Beach as Police Watch

- In this video, an unstable, aggressive individual wearing only a hospital gown is roaming Venice Beach yelling at people, challenging some to fight and threatening others.
CONTEXT:
He was first reported to be near the Venice Pier, when the CIRCLE Team was first called about him, but left when by the time they arrived.
He made his way to the Venice Blvd Beach Parking lot, where he was getting into loud arguments with people who stay in the encampment there. Police were then called because he was scaring a lot of people. LAPD watches him and calls the CIRCLE team to take care of him.
The CIRCLE Team tries to assist the person, but recommends that LAPD take him on a 5150, due to their analysis of him being a possible danger to others, or to himself. The LAPD officers that watched him, say no.
The CIRCLE team member tries to explain to the officers that in their presence he is not as aggressive as he is when they are not there. The LAPD officers say no, he is not a threat to anyone and they leave again.

through Community-led Engagement, is a 24/7
unarmed response program that deploys trained
teams to address non-urgent LAPD calls related to
unhoused individuals.
The cops probably dropped him off there after the hospital kicked him out. They used to do that in my neighborhood, sometimes with the hospital id still on their wrist. I've watched them do it. LAPD taxi service.

It’s a shame about this part of the beach. I surf here almost everyday. An encampment formed about two months ago, supposedly refugees from Rose and it’s never been the same. They clear it twice a week and they scuttle down to the senior apartment complex, then wait for police to leave and they quickly come back. Very sorry for the families and tourists who have to endure this.
SM clearly has a lot of money for police, and apparently is not interested in solving their homeless problem. Weekly, or twice-weekly cleanup are a joke and not enough. They have many lifeguard towers, what they need are police towers with a 360 degree view, and a police sub-station on the "boardwalk" so that they are only minutes away at any time. They also need to do intesive patrols at night when these dummies set up their tents & garbage to PREVENT them from doing so. Sm needs to wake up and stop being stupid.

In FL there is a Baker Act and patients cannot be released on their own request...I have been there.

Mental hospitals keep patients if they are a eminent danger to themselves or others. He probably a definite wack job but hospitals / institutions are too over crowded to keep him as he may not be an eminent danger as we can see in this video. He may be slightly confrontational but nothing to be worried about. @Shacked may have seen a different side of him.

I didn't know what a 5150 hold was so I had to look it up. A 5150 hold is a California law that allows for the involuntary psychiatric hospitalization of an adult experiencing a mental health crisis
The Police CAN ARREST HIM for MENICING behavior. He is considered a threat. It's the not knowing what he MAY do which is alarming .
