He didn't surpass Madara, he was able to almost kill him, but he didn't so that means nothing. He's at Madara's level in terms of strength, but Madara was still far stronger than guy was overall. All it would have taken was 1 Genjutsu to put Guy down.

Problem with Guy is that his weakness is Genjutsu. Imagine pulling off the last gate of death and having him spend his little time in this beast mode hitting random rocks, thinking he's actually winning. At the time of his limit, the user breaks the Genjutsu and stares at him dying from exhaustion. It's sad.
