Creative brings into existence things that others know weren't there while in survival, plus it's likely that Pekora isn't an admin for the server, which automatically bars her from commands. Ever structure and object in their world was put together by hand in survival, which took time. Creative gives a middle finger to time because it cuts out the time it takes to gather those resources as well as cuts out the time it takes to build because flying is a thing. For every building there, there's scaffolding being used on every in-progress structure
