if there is no movement or noise coming from the jacks then you have a motor problem or bad wiring. Call lippert support and they will give you steps to diagnose
If wheels come off the ground the trailer is sitting really off level and you need to block the wheels before leveling. If the ground is fairly level then could be a problem with the system.
