I was able to buy a cheap Carter AVS #4635S that includes both the air bleed adjustment screw and the adjustable limiting mixture screws.
with that in mind, the air bleed screw would allow you to "super tune" the carb to your engines mixture needs.
glad i was able to land a good deal on the carb.

    Also, excellent *Tech!* 😱😜😜
They didn't think of 100,000 miles of poor maintenance and substandard fuels CLOGGING those sealed, "non adjustable" mixture screws.....
As a Mechanic from 78 to 2004, we got NEW procedures. Mainly how to remove those caps, to be able to CLEAN inside those idle circuits, and then getting adjustments necessary for the changes in Engine condition - while hooked up to an exhaust gas analyzer, to restore the smoothest yet cleanest idle settings.

Those mixture limiters were okay on brand new cars.. when the valve guides would wear a bit the mixture would lean out and the engines had a rough idle.. among other reasons that was a really bad idea.
