Investing state funds in a company in which he has shares (bought before he became governor) is not an problem as long as the state has become richer from it. Yes, he'll also benefit from it, so will other investors. Or will it be better to invest in a business he has no shares in and is not profitable to the state? What he did is way better than converting state funds for personal use.
