Those structures are sand pagoda or พระเจดีย์ทราย (pronounce pra-jay-dee-sai) This traditional is about people return sand (that might attach to feet or shoes from the temple) back to the temple to build something useful to Buddhism.
Great details that you shared, The first part is the one that tourist don't know. Second we will do with monk, Third we give older the water to apology in the past, After this we will go to play the water with friend. Most of tourist know only water play/fight (this part).
