Using stronger / non-situational governor & advisors first is very uncoventional because first map and 2nd map is easy due to ~30% stable zones and ~15% stable zones respectively while last 3 has ~10% Insurgent zones then ~20% then 30% in addition exhausted governor give less starting & generating income, reputation and intel and exhausted advisor is just asleep forever unless there's expresso shot and more nasty map features & insurgent tactic.
Why do you get highways 2? It seems a little overkill unless it's worth the construction bonus.
