Personal theory, Doctor Henry is a brilliant Nazi scientist who played a key part in the Holocaust, he was found guilty during the Nuremberg trials but instead of being killed was forced to lurk the halls of Attaway General, Attaway General is purgatory and he helps usher the souls of dead children to either heaven or hell, all of the characters who are missing from last season have all since passed on to hell
How can a human war tribunal send someone to purgatory that's dumb as hell

That makes so much sense, since most of the kids who moved on were irreverent in their duties or were downright criminals or arrogant and stuck up, qualities that are most likely going to get you sent to Hell. Also, Nazi scientists that escaped death at the Nuremberg Trials usually were sent to Argentina. Who has an Argentinian skin tone? Jack. To further this point, we know that poverty and crime go very well together. Since Jack is a criminal, it can be inferred that he was in poverty. Because of his poverty, he may not be able to afford transportation to the hospital where he's serving his penance. That means it has to be local. We've never seen Jack's means if travel, but we've seen other people who were white travel by car. I think that Attaway General is located somewhere in Argentina, in an isolated pocket near an urban area, because the space surrounding the Hospital looks nice, but it also has to be near the impoverished area in which Jack lived. His fellow interns were all rich, and could easily travel by car. To further back up my claim, today they introduced that they would give out a summer internship to a New York Hospital. Due to the excitement we've seen even though New York is a crappy place, we can infer they live far away, and only hear fairy tales about New York. Argentina fits the bill. That's why Liam Cunningham is correct, and Attaway General is in Argentina.
