Update July 7, 2017. A reporter with a local station has been in touch with the Atlanta Police. They were able to locate the female, because the license plate on the vehicle was in her name. The guy driving the car is/was apparently her boyfriend. She is refusing to cooperate or press charges and would not give the police his name. The ladies in the vehicle that stayed with the victim transported her to Atlanta Medical Center. According to the reporter, she later had to be restrained/sedated. As far as I'm aware she recovered from her injuries.
Part 1 is the initial encounter where I first noticed the car stopped in the roadway. This was at the I-75/85 and University Ave interchange in Atlanta, GA.
Part 2 is after I got turned around and noticed the driver was out of the car and had put the girl in the passenger side. This video starts at I-75/85 & University Ave and ends at Metropolitan Pkwy & Ralph David Abernathy Blvd.
Part 3 is where I first noticed the car door open and the girl attempting to leave the vehicle at Metropolitan Pkwy & Ralph David Abernathy Blvd, and later the crash in which the girl was ejected from the car at Whitehall Rd where it turns into Murphy Ave SW. This video covers most of the pursuit through Atlanta, and the driver leaving the girl on an I-20 access ramp at the Glenwood Ave/Memorial Dr exit.
Part 4 is the final moments of the pursuit until I lost the driver.

This encounter started at approximately 3:40 AM Sunday morning on September 19, 2016, in Atlanta, GA. I phoned 911 at the point where the girl was ejected from the vehicle and the driver placed her back in the car and drove away. The police were never able to respond while the pursuit was happening. There was another vehicle pursuing the driver for about half the video. He pulled next to me and asked what was going on during one part of the video. I'm not exactly sure how long he was involved, or where we lost him. Another vehicle with 2 or 3 females asked what was happening at the scene where the girl was left, and they stayed with the girl after she was left by the driver I was pursuing. I lost the driver a few minutes after he left her. I returned to the scene where the girl was left and they had already vacated, which I'm assuming was with the females in the other vehicle that asked what was happening. I stopped by Grady Memorial which would be the likely location for an emergency room visit, but they were not able to offer any information without a name or DOB. Later in the morning I called the Atlanta PD District 6 office and forwarded Part 3 to an officer who asked me about specific locations of the incidents. I have no further knowledge at this time about the wellbeing of the girl or any status on the case. The police never responded to any of my requests for updates, as of July 2017.

6:07 the 2nd black shows up rolling slow from behind.. it's a buddy of the perp. He stays in the mix and even gets between the 2 original cars. At 8:05 the perp made a drop (drugs/money/guns whatever he was holding) to a guy waiting between the semi and the fence. The other black car waits for them to leave and likely picked up the guy that he made the drop with. My guess is this guy thinks the car following him is an undercover awaiting backup or at minimum that he's about to get stopped and searched for the accident that was witnessed. The fact that he had his homies pick up his goods while refusing to just let her out of the car is scary. He could have left her in the road and this guy would not have persued at first. He was determined to get her somewhere alone... he knew full well he was about to get stopped but was risking it all to get her somewhere even after he got rid of his stuff he was not letting her go. He was determined to take her somewhere. If this man had not kept on him she would be dead IMO

It could be a few minutes before a cop responds if they were staying put. But with a driver that can elude directions it makes it very difficult to catch up. Think of it as the game telephone that you played in elementary school, the one where you whisper a phrase in peoples ear and by the time it comes back to you the phrase has changed. That’s basically what is happening with the directions. Cops are told one thing then the criminal changes directions and goes opposite way cops were headed.

While driving, giving constant updates on location, direction of travel and except for a few seconds (completely understandable!) he kept his cool, stayed calm with the dispatcher. And to this young woman, he IS a hero. There don't seem to be too many good men left in the world and people just don't want to get involved to help others, usually from cowardice. He gave 150% to help this poor woman. What category of men are YOU in?

man info has to be relayed from voice, to text/voice which is dispatched to officers, which then receive on their CAD or Radio. Do you know how hard it is to actually pinpoint and go to the location of the suspect when you have no idea of the traffic on your path and adding up the delay of the process?
This should’ve made the news because it’s just amazing that this guy had to follow and make sure and try to get this guy to stop what he’s doing and not get away with it
It did eventually, after someone posted it on reddit. News covered in a "cops are not doing their job" fashion. Cops said I should have left it up to them. Would love to have been able to do that. Maybe show up next time.

I think the fact that you were willing to follow, not knowing what the situation was, not knowing who was really in the car, and yet you drove after them anyway, is very admirable. Then, after they had their accident and he just picked her up and threw her, literally, into the car, you still decided to follow him. I think, you truly are a hero.. The fact that you continued to follow him, when he was repeatedly getting out of the car, and you have no idea if he has weapons, is pretty bad-ass. I think the only downside to this whole video, is the fact that Atlanta PD, couldn't be bothered to come and help. This was a woman who was clearly in a very bad situation. Even if she went back to the boyfriend afterwards, you probably saved her life. Clearly the boyfriend has absolutely no regard for her safety, or her well being. So, HOORAY for you, and 2 thumbs DOWN, for the Atlanta PD.
And I know it's been said before, in other comments, but I am totally impressed with the fact, that you were able to drive, shift, talk to dispatch on the phone, read out street signs, and keep an eye on the guy you're pursuing, all at the same time. Nice…very very nice!

Mark you hit it on point. MANY of these 911 operators are blithering idiots who themselves don't care as it's a job and paycheck. How many cases have we all seen where a 911 operator was responsible for a situation going horribly wrong if not deadly because of their incompetence or selfishness (becoming insulted if the caller starts yelling or cursing at them when becoming redundant, and the operator hanging up on them)??
I live right up the street where this happened and had the same thing happen to me. A car was swerving with a drunk driver an a kid in the back seat. We chased him for a good 5 mind where we seen a police car with an officer just sitting a foot away from where the drunk driver was. Tell me why the driver was in there a good min and the officer never moved. Atlanta police are a fucking joke. I even had one tell me that the thugs trespassing on my property and harassing me was not a reason to call the cops and they have to be peeking though my window and said it right in front of them like they weren't going to do it. SMH! Fucking useless.

An ambulance is useless if you can't get the driver to stop long enough to help her. The cops needed to stop the guy then an ambulance would be necessary. Ambulances aren't really designed to chase the victim around.
