I don't think this is on the VA but he sounds like he's playing Joker and isn't actually him. Like he dressed up like him for Halloween and is doing the bit. You need to give people the space to make Joker their own, with strengths unique to them, otherwise it always sounds like cosplay. Especially the laugh. You can hear him trying so hard to 'do the Joker laugh' instead of...just laughing.
