For NON-BOSS Hell levels, all you really need is a Bloodseeker with Headshot and Freeze and grenades to reload the Bloodseeker via a Targeting Band Accessory with Recharging and Halter perks on it. The other pieces of armor don't matter as much, but a Gadget that has the Breacher perk would be helpful to increase your movement speed. To make it easier, I started using a 2nd sniper that also had Headshot and Freeze on it which happens to be my Nighttime sniper. The reason why you can just rely on Headshots is because you have unlimited attempts, so there isn't anything to lose, you can just reset the level if you don't get an important headshot on an Elite/Yellow enemy and the damage from that enemy almost kills you.
