I know this comment was a while ago, but this song was originally used in Madou Monogatari, and since it was basically a dungeon exploration game, the music had to be somewhat long.
If it isn't a 3D model, it's a sprite. You're probably thinking of pixel art, and it's mostly because we don't have the same limitations as we did back then. I will agree though, pixel art is pretty cool and has a bit of a charm that detailed sprites don't really have.
I prefer MBM's instrument set, though Puyo Puyo's arrangement and extra riff. Shame they didn't use the full version for the password theme like they did for Sticker.
