Mulberry needs deep watering. I'm guessing maybe you wet the surface but don't keep going until the deeper soil is moist. I didn't get nice fruit until I watered heavily once a week.
That growth with the spikes on the orange tree is likely growth from under the graft, so from the rootstock. Follow it down and have a look. If so cut it off. Possibly that new growth on your lemon is the same, it looks a bit different to the rest of the tree.

You were 100% correct, those spikes are coming from under the graft!! I've cut them off now, thank you
