It’s not secret. It was introduced to most missions as a random spawn not to long ago. It can also be found as the main place for the missions for the silver grove quest.
Found it too it seems like its part of the Silver Grove Questline but idk what to do with it if you found it without the ques! °_°? Hopefully i didnt missed something very Rare in this place...

This is a shrine, it's a theory of the mountains after the old war. you need a key to use the shrine to earn a rare item like aura mods or others.
And how does one obtain the key?
