Zach ended up going to prison for trying to kidnap Todd's daughter Starr after this confrontation. Powell is dead. He was the killer behind those murders and was in the process of killing Todd but was shot dead by John McBain before he could succeed. Powell and Todd's old flame Rebecca Lewis was Powell's accomplice and she is also dead. She died in an explosion she caused.

Not only did Rebecca leave him when he needed her most 15 years ago, she returns to help his enemy kill him. The real Todd has hated people like Nora & Marty for less. He would've also saw Rebecca as a traitor & acted the same, or worse.
I don't think the real Todd would've paid him either. Zack began to turn on Todd somewhat when he told Powell & Nora about the real Todd's mother's house in Mt Joy. After all that, during their group sessions, Zack had begun to criticize Todd & though Todd could've been guilty of the rapes Powell was committing 15 years earlier. The real Todd didn't have any contact with Zach since that. The real Todd probably would've even acted more harshly because of Zack's betrayal.
