I can't imagine any court in any jurisdiction countermanding this decision. The developer should cut their losses and make restitution immediately; that's what insurance is for.

Instead, they counted the number of lots based on the position of telephone poles. The picked the wrong lot. A land survey would have shown they were on the wrong lot and avoided their mistake.
My dad bought an acre of land in New Mexico many years ago as an investment. He paid taxes on it every year, but other than that he had no dealings with it. One year his taxes shot up and he found out that a housing developer had built a home on the property and people were living in it! In court the developer claimed he bought all the property around it and thought that one acre was part of the purchase. Somehow the developer was not held responsible, but the current homeowner either had to vacate the house or buy the property from my dad at current value, which was worth a LOT more now that it had a house on it and all the utilities installed. They opted to purchase the land for a second time, first from the developer and then from my dad. My dad could've pushed to claim the house as well, but he was a nice guy and knew the homeowners weren't at fault. But, he still held out for the full value and made a nice profit off that investment!

Houses can be moved on the mainland, so why doesn't the developer hire a company to move the house to his lot (in whole or 2 parts)? He should also have to pay for the loss or damage to the plants on her lot.
