The commander misunderstood the story, but it is meant to say that humans ruled the ancient empire. It is also why babel is a natural tounge for humans while other races associate it with a foreign ruler
For those who didn't realize, the commander probably misunderstood the human tale of Babel. Remember the Tower of Babel was built by humanity back before God broke us apart by changing our tongues. Our tale is a tale of human hubris, the Tower of Babel falling is the tale of humanities empire falling back to Earth... It is not a story of humans great deed but humanities misdeeds and humanities fall.

Our tale is the Tower of Babel because we were removed of our hubris by new languages (perhaps mixed dialects because of language drift in colonies) and thus fell to Earth as our empire crumbled. Even the comments relating back to Tamil as a natural language of Earth supports that humans are the demons of babel, for the other races it is suggested to be something less commonly or fluently spoken.
